INL’s $60 Million AI Award Deepens Idaho Falls’ Bet on Federal Nuclear Work

The third significant federal decision this month to land in Bonneville County arrived on July 22, when the Department of Energy named Idaho National Laboratory to lead a $60 million effort to apply artificial intelligence to the business of building nuclear reactors.

The project is called Prometheus, and for residents of Idaho Falls the number that matters may not be the federal one. INL says its industry partners have committed more than $200 million in cost share and better than $30 million in direct cash and capital. That is private money attaching itself to work that will be coordinated from a site 45 miles west of town, in a county where the laboratory already anchors the professional job market.

Three announcements in eleven days

Prometheus did not arrive alone. On July 20, INL announced it would take a leading role in a new Nuclear Energy Tech Hub. The laboratory also picked up separate, smaller Phase I funding under the same Genesis Mission program for GeoFinder AI, a critical-minerals project that includes Idaho State University in Pocatello and Boise State University.

Prometheus is the larger of the two AI awards by a wide margin, and INL describes it as the first Phase II selection made under the Genesis Mission — the Energy Department’s push to use artificial intelligence to speed up federal science. Being first is not incidental. Phase II projects run three years and are structured to produce something other agencies and companies actually use, which puts the laboratory in the position of setting standards rather than following them.

What the work involves

Reactors in the United States are slow and expensive to build for reasons that have little to do with the reactors. Design review takes years. Licensing takes more. Each plant is largely built from scratch, so the supply chain rarely gets to repeat and improve.

INL says Prometheus will attack that across five areas: the underlying AI platform, design and licensing, manufacturing and construction, autonomous operations, and the conversion of decades of Department of Energy nuclear records into a form AI systems can search. Human oversight is retained throughout, according to the laboratory — the systems generate and recommend; people decide.

Local facilities are named in the work. The Advanced Test Reactor, the Materials and Fuels Complex, the Transient Reactor Test Facility and the Neutron Radiography Reactor all appear in INL’s description of what supports the project.

Who else is in it

The consortium runs to 32 partners. Oak Ridge, Argonne and Sandia national laboratories join INL on the federal side. Four universities participate: North Carolina State, Penn State, Tennessee and Texas. The commercial roster includes reactor developers X-energy, TerraPower, Oklo, Westinghouse and GE Vernova, plus Microsoft, Amazon Web Services and NVIDIA. This newsroom reported on X-energy’s role in the initiative earlier this month.

INL Director John Wagner tied the award to cost and speed, saying in the laboratory’s announcement that the country’s nuclear future depends on moving faster and spending less without relaxing safety or technical standards.

The local calculation

Concentration cuts both ways. A county whose economy leans heavily on one federal site benefits enormously when Washington decides that site should lead, and is correspondingly exposed when priorities shift or appropriations tighten. INL notes plainly that the $60 million is subject to appropriations — three years of funding announced in a single afternoon, delivered one budget cycle at a time.

The nearer-term question is staffing. A three-year project spanning platform engineering, licensing analysis, manufacturing and data curation implies hiring in categories that compete directly with private technology employers, and Idaho Falls has spent years working on whether it can retain that kind of worker. The laboratory has not published headcount figures for Prometheus.

A prototype has already been built under earlier seed funding. INL is targeting initial deployment of the production platform by March 2027.
