Idaho DMV Tightens Identity Rules for New Customers Starting July 1

The Idaho Department of Motor Vehicles has rolled out stricter identification requirements for people establishing new customer accounts, effective immediately as of July 1. The changes stem from statutory updates passed during the 2026 legislative session and align with revisions to state transportation codes.

Under the new framework, anyone opening a DMV profile for the first time must present valid government-issued identification in person. That ID must display the applicant’s full legal name, date of birth, and photograph. The requirement applies across all new customer registrations and represents a significant shift in how Idaho verifies identity at the point of enrollment.

What Identification Is Accepted

The DMV recognizes a broad range of identification documents that meet the new standards. Active and expired driver’s licenses and ID cards from Idaho and other states satisfy the requirement. Federal documents also qualify, including U.S. military identification, passports issued by the United States, and documents from the U.S. Department of Homeland Security.

Passports from foreign countries are similarly acceptable. Idaho residents with concealed weapons permits can use those cards as proof of identity. Native American tribal photo identification and corrections-issued ID cards are also recognized under the policy.

Additional options include Mexican Consular identification cards. Certified birth certificates may serve as supporting documentation when presented alongside a photo ID, though they cannot stand alone. Special provisions apply to minors seeking to establish DMV accounts, with rules tailored to their circumstances.

New Standards Tied to State Law

The identification overhaul codifies requirements outlined in Idaho Code sections 49-306, 49-401B, and 49-504. The statutory language enacted this year creates a uniform standard for DMV intake across the state, ensuring consistent verification practices at local offices and online services.

The changes represent one of several identity-verification improvements the legislature pursued during its 2026 session. By requiring in-person presentation of approved identification for new customers, the state aims to reduce fraud and ensure records are tied to legitimate individuals.
