Idaho National Laboratory is pursuing an ambitious expansion that would position the facility as a Nuclear Lifecycle Innovation Center, but planners face a fundamental obstacle: the state lacks sufficient water to support the massive undertaking.
The proposal would require Idaho to accept and store approximately one-third of the nation’s nuclear waste, cementing the state’s role as a cornerstone of the country’s nuclear infrastructure. Yet the Eastern Snake Plain Aquifer, which supplies much of southeastern Idaho, is already significantly over-appropriated—meaning current demand exceeds sustainable supply.
The contradiction has drawn scrutiny from state leaders concerned about resource constraints. Jim Jones, who served as Idaho Attorney General from 1983 to 1991 and later as an Idaho Supreme Court Justice for 12 years, represents the type of experienced policymaker weighing the tradeoffs between economic opportunity and environmental stewardship.
The INL expansion plan emerges as Idaho moves onto a fast track to become a major repository for spent nuclear fuel and other radioactive materials. Such a facility would bolster the region’s economy and establish Idaho as central to America’s energy future. Recent partnerships with NASA underscore the laboratory’s growing importance to national missions, from deep space exploration to advanced energy research.
Yet the water shortage raises hard questions about feasibility. Data centers and other large industrial operations proposed across Idaho face similar constraints. The state cannot simply bypass hydrology to accommodate growth.
The challenge for policymakers is balancing genuine strategic advantage—hosting the nation’s premier nuclear waste storage and research facility—against the physical limits of the Snake Plain Aquifer. Expansion requires not just regulatory approval and federal coordination, but also solutions to one of Idaho’s most pressing resource problems.
